A driver who runs a red light at an intersection monitored
by a red light camera receives no ticket or fine. Instead,
the registered owner of the vehicle receives the equivalent
of a parking ticket in the mail. This ticket is a civil
action and is not connected to any drivers license record,
nor is it reported to insurance companies.
These systems have no real deterrent to modify driver
behavior.
